Responsibilities
Join HQ SACT’s digital transformation effort to modernize administrative, HR, and business management workflows. As the lead Microsoft 365/Power Platform developer, you’ll design and support custom apps, automate processes, and integrate NATO systems—enabling staff to work smarter and leadership to make data-driven decisions.
- Travel management solutions: Build and support a Power Apps–based tool to handle NATO travel processes (TDY, home leave, children’s education, recruitment, separation). Capture historical data and generate insights into travel patterns.
- Integration with NATO systems: Extend existing SharePoint/Power Automate travel tools; deliver by Oct 2025 a standardized HQ travel planning tool for 2026. Explore API integration with NATO’s FinS (Oracle ERP).
- Expand functionality: Enhance the travel portal with travel claim support and desk booking. Automate notifications to leadership about staff travel plans.
- HR process automation: Develop SharePoint tools for civilian oversight and HR library management; oversee the HR workforce plan dashboard (including budget data); maintain existing PowerApps (“Revalidation of allowances”).
- Business management & legal automation: Build automated workflows and provide in-house expertise for ongoing solution development.
- Perform additional related tasks as assigned by the COTR.
Qualifications
- Technical depth: 5+ years of Microsoft software development/DevOps (or equivalent degree).
- Power Platform expertise: At least 3 of the last 5 years hands-on with Power Apps, Power Automate, Power BI.
- SharePoint Online: 3+ years in the last 5 developing/customizing SP Online.
- Integration: Experience delivering API integrations in constrained/secure network environments.
- Governance: Familiar with Power Platform/intelligent automation frameworks (environment strategy, security models, DLP policies).
- Security clearance: Active SECRET and NATO-nation nationality.

- Diplomatic Communicator: Experienced at briefing senior leaders and building consensus across multinational environments.
- Security-Minded Professional: Holds (or is eligible for) NATO SECRET clearance and demonstrates discretion in handling sensitive information.
- Multinational Expertise: Familiar with NATO structures, partnership frameworks, or defense/foreign policy organizations.
- Hands-On & Adaptive: Comfortable working in fast-paced, high-stakes environments with incomplete data and evolving requirements.
Red Flags:
- Lack of recent operating experience within NATO, defense, or international policy environments.
- Limited exposure to multinational/multicultural teams.
- Overly theoretical backgrounds without practical delivery in policy or operations.
Must-Have Requirements
Active SECRET clearance (NATO nation) Eligible to work on-site at Norfolk, VA At least 3 of last 5 years developing with Power Platform (Power Apps, Automate, BI) and SharePoint Online. Proven experience with API integration in secure environments.

Day to Day
